How to plan anyway

Dubai's conference traffic concentrates in a handful of places, and any of them is a plausible answer: the Dubai World Trade Centre near Za'abeel, the Madinat Jumeirah conference centre on the coast, the Dubai Exhibition Centre out at Expo City, or a hotel ballroom in Business Bay or on Sheikh Zayed Road. They are up to forty minutes apart in traffic, which is exactly why the gap matters.

What that means in practice: a central hotel between Downtown and Business Bay is within reach of every one of those, and the metro's Red Line covers most of them. Book a room you can cancel, and hold off on anything tied to a specific side of the city until the venue is named.
